It's only 23 quid from Farnell UK, it can run as a debugger or a programmer, 
and even comes supplied with a PIC24FJ64GB002 along with some other sample 
parts to play about with.

It only has a turned-pin IC socket though, no luxury ZIF socket, so you 
wouldn't want to use it for programming large volumes of chips!
