A belated thanks to all those that responded - some interesting theories!
I finally remembered to ask at the TI forum, hoping that someone from TI
might show up with a definitive answer, but sadly that didn't happen:

As a few suggested, I think the only way we are going to find out is by
trawling old databooks/datasheets in the hope of finding one which actually
mentions what this 'package' means - other than that we are mostly left with
guesswork...
