Yes, the encoders have a reputation for failing but they are easy to replace. Keysight sell the part for around 5 Euro, and I keep a few on-hand just in case.
Broken encoders are actually a good way to get Agilent kit cheap, as the behavior can be erratic, suggesting a more serious problem.
