Not necessarily. The polyphonic Yamaha CS-series (50/60/80) has no voice 
stealing. There the fifth keypress is ignored as long you don't release 
one of the former keys.

I simply always depends. Better polyphonic interfaces offer a choice of 
various algoritms.

I admit that i find Scott Gravehorsts idea of measuring the level of the 
signal extremely elegant. Especially if your interface also provides key 
velocity or key pressure, then the voice with the "softest" keypress 
might be dropped.
