Is it really necessary to replicate the original chip down to the masks as opposed to an SMD clone? More cost effective?

Both numbers seem low for a set of masks and the process development needed. Or is the rest of the amount amortised in the piece part cost?
Nevertheless, interesting to see this is at least possible (availability of old processes and the willingness to do smaller series).
