You don't even need Xcode or homebrew if you install

That's about the fastest way of getting an AVR toolchain up and running
on Mac OS X. But the homebrew route is interesting if you've already
using a lot of other packages. I make check it out and get rid of the
extra dependency on the Crosspack installer.
