I don't own a streichfett, so I don't know whether the headphon IS mono 
or should be stereo. But I assume it should be stereo.

If the signal is mono in the headphone, then it looks like the ground is 
missing and the headphone sends out the difference signal. Which still 
will soundquite normal, as on a string chorus there is a continous 
difference between the two channels.

Next test: plugin only one cable to the mono-out (right channel only) 
and check whether the motoboating still appears.

If no -> check the soldering around the TL-072 and the sockets.
If yes -> replace the TL072
