My M.O. (Modus Operandi) has always been to act on the first change and
to ignore or mask out the bounces. This should provide the most
instantaneous response and yet eliminate the bad stuff.
If the control is not being used, the state should be consistent. When
the user acts, there are many transitions perhaps, but the first one
indicates the intent.
