A spectrum analyser just shows you the spectral content of a signal.
Any signal.

A network analyser shows you what a network (circuit) does to a
signal, so you need to measure the input and output signals for a
2-port network.  Then you can see not only the amplitude but also the
phase relationship between the input and the output.
