That actually makes sense to me. My interpretation of Buy It Now is as follows: normally, the highest bidder wins, but only after the full duration of the auction. Buy It Now allows someone to make a bid so high that the auction ends early because the seller has no interest in holding out for any higher bid. If the BIN is not really high, then it unnecessarily defeats the purpose of holding an auction in the first place.
Besides, being offered £60K by one or two people in private conversations is not the same as having heard all the offers that might be made during the full duration of a public auction. If the seller were in a hurry to unload, then a value below £60K would ensure quick disposal. But, apparently the seller is interested in getting top dollar, is willing to wait, but also is willing to cut the whole thing short if a really high bid comes in.
Makes perfect sense. Meanwhile, I don't expect anyone to take it at that price, either.
