If this is just to accommodate the limited overall supply voltage of 
405x switches, virtually every design I have ever seen gets by with an 
ultra-simple resistor + Zener + decoupling cap arrangement for each of 
the lower rails. I've done it in several commercial designs and it was 
good enough for top-end Lexicons...
