Do you mean there are SID chips that actually work, but are fake?
If it works it's not fake. If the filter is not working, the chip may be 
an out-of-specs reject, or simply damaged.
Do you think someone would actually invest hundreds of thousands of 
dollars to make a run of replacement working chips years after it become 
obsolete while world's demand for it was like maybe 1000 pieces, mostly 
in DIY market? It's so much easier to make a silicon-less plastic with 
legs and marking. That's what I call fake.

I also remember the times when all genuine chips available were marked 
with an ink that could be wiped out.
