Yes, that would be "damped oscillations" or "ringing" - but it's not
uncommon to see these just being called "oscillations".

Great idea! But this would still require three additional resistors
(http://i.imgur.com/Bn9uYsf.png). Or do you suggest tying both inputs?
But then no extra resistor is needed...
