In addition to what has already been mentioned, there’s always… well, there USED to be CFC-based cleaners which took *everything* off the board without damaging anything. Unfortunately, the damage to the ozone layer put an end to that.

When I worked on 500MHz cable TV amps we went through cases of that stuff and had no problems with leakage in UHF, Hi-Z circuits. I have no idea what they use now but we certainly did our part in destroying the planet while you could still get it.
