[sdiy] Unused SSM2164 cell

Maybe just put it into 100dB attenuation state by applying something 
like 3V to control input. Leaving the cell without any significant 
currents makes oscillation not possible and meaningless.

AFAIK I once left 3 unused cells completely open on every pin and the 
circuit just worked great.
