Thanks, Tom and Tony and others.  I traced the voltages all the way up to Connector C on the lower control board and was getting voltage change all the way.  The last pin (11) on Connector C goes from zero volts to +1 when I bend up to -1 when I bend down.  Looking at the schematics, from pin 11, circuit goes to U5 and from that chip, right to connector J (ribbon connector to voice boards).

Reseated both the chip and the ribbon cable and problem solved.  Was an easy one and I just wasn't thinking (-:
