(I've used pin 12 rather than 11, and I can't remember enough about the
internals of the 4046 to say whether one is better than the other...)
One of the resistors sets the scaling (Hz/volt) of the VCO, and the other
sets a static frequency offset. For a musical oscillator with intended
exponential conformity, I think you wouldn't want any of the frequency
"offset" action.
