You seem to greatly underestimate the NRE cost involved, even making the big 
assumption you can corral the skills to get something like that done right 
on the first try.

Nothing stops you to implement the same thing faster and cheaper using FPGA, 
then.

Possible, yes.  Economically viable, most likely not.
