I'm sure it's been tried lots of ways. A CPLD is the obvious solution in my view, like this:

But the PIC way is also cheap and simple, if you can sort out the vibrato clock problem. Hence the original question.

NOS chips and clones seem to cost around £40 - I'm sure I can buy twelve PICs for less than that, and I don't need any dividers. So it's still a reasonable solution, even if not particularly elegant or original.
