Is it fully functional?  It wouldn't be the first $50 scope that needs $100 in repairs before it's usable.

It sounds like it might be OK for AC work, but not so hot for DC.

What else is available in your budget?  Checking my local craigslist, I see a fair number of decent old Tek scopes in the $75 to $150 range.  That extra $25 buys you an awful lot of functionality.
