Hmm ... maybe that's why it wasn't counting.
Well, I had the right numbers, just in the wrong order. Thanks for the
head's up.
It was a CD4520. I have a scope image of it at

The 4052 is a dual 1 of 4 switch. Did you mean something else....4516?
