Very interesting. The voltage overdhot can be seen on some of these cheap power supply units.
I have one that produces a 200ms overshot to about 10V when set to 5V!
A pulse that long is likely to kill your microcontrollers or other electronics...

This happens when you use the output on/off switch. When you switch the complete unit via power mains switch then it works fine as the regulation comes up slowly.
