Paul, I think the problem is not the possibility of an endless loop
due to replication of the incoming CC, but just the fact that:

* When you tweak a pot a CC is sent on the MIDI out.
* This MIDI out might very well be connected to the MIDI in of a
sequencer (or MIDI interface + DAW).
* Many sequencers / DAW, when they are in REC mode, output on the MIDI
out whatever they receive on the MIDI in (for example Logic, with its
default environment, merges all MIDI ins irrespectively of channel and
spit them back on the MIDI out of the active track).
* The MIDI out of the DAW/sequencer will go back to the MIDI in of the synth.

So the action of every knob move will be performed twice - once
internally through the synth; once through the MIDI > DAW > MIDI path.
And by the time the CC gets back on the input, the knob might have
moved past the initial value that has been sent as a CC.

The solution is indeed a "local off" for pots.
