Kind of. It's an audio editing technique aimed at cramming as much 
spoken word as possible in a given time slot, with all natural audio 
gaps removes. It wouldn't put it past me that they've bumped up the 
pitch too. Think of those little snippets at the end of pharmaceutical 
ads where they tell you about the side effects. But this is more widely 
applied now.
