I'd stay away from "failed devices".
I don't care for 2716, usually just buy 27C256, as this is basically the
smallest you can get nowadays, and adapt the pinout. I did that with
2764 recently, with only 1 pin needing a change, but 2716 is smaller and
it may not be that easy.
As for Ukrainian clones - get them while you can, before the tanks ride
over the factory.
