Thanks for all the replies. I've just got onto an electrician and he's 
going to pop over and see what's up.

I'm pretty sure I have a TN-C-S set up. We've only the one phase 
available and the nearby transformer up the pole has only the two cables 
running from it.

The meter was replaced five years ago by the electricity board but the 
wiring into the 100A fuse is original. However, since the fuse and meter 
are next to each other on the same bit of wood, one would have hoped the 
technician who did the meter work would have checked for earthing problems.
