Just to add: the compensator is called a "lead-lag" compensator and it
is there to reduce the effects of a pole within the internal circuitry
that, if not dealt with, will result in untamed behaviour, such as
wild oscillations.

But with a simple behavioural model in simulation we don't suffer that
problem because by that stage you're no longer simulating a 2164, but
something that approximates its behaviour to a good enough degree.
