Actually you can't use an SSM2045 for anything but a SVF - it's a dual
series low pass SVF plus VCA on a chip.
That board layout looks very much like it might have been based on the
Maplin SSM2045 VCA/VCO/VCF board they sold in the late 80s, and documented
in Electronics magazine.
The only difference is a quad op-amp instead of the dual op-amp.
I'd check the pinout against the 2045 datasheet.
