Remember your tip may be new, but the heating element is not. It might
be covered in oxides and soot which means the tip doesn't get as hot
as it should. Try cleaning that out (you can disassemble the soldering
iron). I prefer my Aoyue Int2930 because the tips have the heating
element integrated, and the grip is little more than a handle with an
electrical socket.

You should always clean your tip. Get a soldering tip sponge and wet
it with distilled water. You should also consider that perhaps your
tip is tainted right now - there is some alloy on your tip that makes
the solder you're using "phobic" of the tip surface. Again, a cleanup
would work well.
