Hi Tom,
Mouser offers free shipping for orders over 65€ (taxes not included). They ship with incoterm DDP so you won't have to pay any extra VAT or customs taxes, usually the package arrives in 3 to 4 days.
Forget Digikey, I made a 70€ order a few years ago, free shipping, they shipped it thru UPS, the package was selected for customs inspection and UPS wanted 85€ for handling the process or charge me 85€ to give me the letter of shipment so I could handle customs myself, on top of those 85€ I would have to pay for VAT and customs taxes. I told UPS to keep the package and do whatever they wanted with it. They returned it to Digikey and someone with common sense there refunded the 70€ back to me. When I need parts that Mouser doesn't have, I rely on friends to re-ship them to me.

I'm trying to find good places to order components that will deliver to Portugal. In the UK, I used to use some companies based in Germany occasionally, but (for example) Reichelt.de want €19 to deliver to Portugal, which is like adding 20% to a €100 order. The government already did that with VAT, thanks.
So, recommendations please! Good places to buy inside the Eurozone, with low shipping charges.
Alternatively, if €19 is what you expect to pay and I'm being unreasonable expecting less, let me know.
