Since the control signal is always a current from a high impedance source,
when prototyping
I always put a resistor in series with the control pin - if the rails are
+-15V,
and the max current is 2mA, then a limiting resistor of 10K will do.
Now that won't help with an accidental short of +15 to the pin, but it means
that if there is a layout error, the chip won't be damaged.
In my experience, this will detune filters etc, but they will still work (if
they are
going to work at all!) and once you are happy, remove the 10K.
