Sure. It takes time to do, and the tools where not as easy to work with.
Today you can prototype in FPGAs, sometime which has been increasingly
simple to do in the last 20 years I've been doing FPGA and ASIC stuff.

The Yamaha chip is simple by todays measure, but still a bit of
complexity to have respect for.
