Keep in mind these figures are for free convection and constant ambient 
temperature (i.e. infinity capacity for taking up heat).  In a (semi-)closed 
box the figures will be different, especially if the air inside does get 
warmer than 40°C (it will).  My personal rule of thumb: if something on the 
bench gets hotter than you can touch for a few seconds (about 60°C) then it 
needs cooling when put inside any enclosure.
