Hi Stewart,
First, I'm sorry to say that I can't give you specific shops
because recently I don't go to Akihabara.
Asking some help at Japanese synth-diy BBS may be the best way.

If you let us know the days of staying in Japan, maybe
someone could give you guided tour of Akihabara.
Takeda-san holds a small meeting at Akihabara every month.
For this June, the date is the next Saturday (29th).

Subject: [sdiy] Buying a Multimeter in Japan
Hi,
Could any Japanese list members let me know of a shop that a non
Japanese speaking person could go to buy a Sanwa multimeter while on
holidays in Japan?
Regards,
Stewart.
