Speaking of which: it would seem from your description you've touched the
heatsinks with mains. The schematics you posted shows all IC mounted to the
same heatsink, which means that at least some of them must be isolated from
the heatsink (the tabs for the negative VR ICa1 and ICa3 is connected to the
unregulated input voltage and the positive ones ICa2 and ICa4 would be
connected to ground). Can you check which ones are or aren't isolated?
Also, you mentioned that you have a spare PSU board. Is this the one you
gave the voltage readings for (connected to the original transformer of
course)? In that case there really wouldn't be a concern of damaged parts
(at least not from mains) and we could go straight to checking which
voltages are off and why.
