It is.

It seems to be due to Roland's misinterpretation of the midi spec. They 
thought that all notes off applies to the controller's state rather than 
the need to actually turn all notes off in the receiving module. After 
all, all notes have been un-pressed on the keyboard!

They changed it later on although they made it option in the system menu 
on some keyboards IIRC in the late 80s. Early versions of Cubase 
actually had an optional CC123 filter to handle this.
