I believe that was a mis-interpretation of the intention of the spec by
Roland.
The spec says, "an All Notes Off message should not be sent periodically as
part of normal operation", though that may have been added later.
There are also notes that you shouldn't pass all-notes-off where merging is
happening, and that all-notes-off should only affect notes being received by
MIDI, and not kill notes played locally.
