Would you know if there are board level libraries/hw header files setup for
the board and the GNU toolchain?

Eclipse and GNU ARM toolchain. got it set up on a weekend.
GNU compiler is available for the platform, so C/C++ is no problem.
A good starting point is the stm32f4 discovery board which is around 15$
and comes with a stereo out codec and a programmer/debugger.
