Many years ago, Anatek made MIDI line powered devices like filters,
mergers, etc.  I think the MIDI filter would do what you want.  They were
pretty affordable at the time.  They did have their subtle problems
though.  It might be hard to find one now.

Perhaps your slave synths can filter by a user setting (enable prg chg,
disable midi notes)?
