Indeed; there are a collection of symbols and footprints, and they serve as great examples, but they're not consistent enough to be considered a proper library.
I've built my own library, very straightforward and easy to do, and I have my own standards for how they should work.
User's needs are going to be wildly diverse, so in practice I think most people will end up building their own libraries anyway, or at least heavily modifying existing symbols and footprints, and so a universal standard library may not be the best goal.
