My Siel OR400 is working again, it still needs some work but it's working. It probably needs some tuning … I'm just glad it's working.

Even though I'm not done yet, I really want to thank everyone  who's helped me. 

The power supply was to blame, two bad voltage regulators. I swapped the pair out and got a 7806 & 7906, took out the resistors … added some jumpers and voila!

I also replaced some caps on the delay and filter board and replaced all of the caps on the PSU and the big box resistors.

Woo Hoo!!!

I'm not done, I might take a video of it tonight and post it to youtube to demonstrate the issues it's having currently.
