250V was running unregulated (as reinforced by the 7volt tolerences

Some crud blew up in the regulator for the 250V obviously and it just 
manifests this strange-oh thing that comes on with minutes of use where 
the ripple increases to become a factor.  lol.  I can now see the 
stressed resistor. Pulling that board
