[sdiy] Cheap PIC programmer (RS in UK)

That's a pain - I bought a Pickit3 from RS a couple of days ago as an
emergency purchase (my Mikroelectronica programmer doesn't support the
16F1782 I needed to program ASAP) and paid £28 without the extras :-(
