That seems like a religious question. Much like little endian vs big endian ;-)

Unless you use a very good cutter, cutting the lead puts much stress on the solder joint if done after soldering. But if you cut before soldering the remaining lead is often too short or too long.

The heat dissipation argument doesn't hold IMHO. The heat is dissipated on the wrong side of the solder joint.
