The PSU is a little more complex than it needs to be, and if one of two 
resistors go high the voltages will be wrong.

In my case when the filter wouldn't close properly, what had happened 
was the thermal fuse in the transformer had opened, disconnecting the 
centre tap for the 15V supplies from the PSU.  This allowed the 
transformer windings to "float" and meant that I had a 15-0-8V supply rail!
