Define 100% functionality. If you just want a digital test, ie that
all pins are connected and no pins are shorted, you could do it quite
easily with a microcontroller and two
IDC headers connected to a PCB, and some code. I'm sure someone could
build this for you. I could, for example.
If by 100% functionality you mean a more advanced test mean measuring
the wire resistance to make sure the voltage drop isn't too bad, it's
a little trickier, but certainly doable.
But I do not know of an off the shelf solution for this, but I haven't
looked for one.
