In the absence of any replies from engineers, here's my take:
Assuming the trasistors are working and correctly oriented, the voltage
readings are consistent with both being fully cut off, due to lack of foward
bias.
How can t1 become cut off? Either the base and emitter are shorted, or the
39K from T1 base is disconnected. Once T1 is cut off, that removes foward
bias from T2.
