Yes, my requirement is to use 2x input NANDs - so that counts out a 3x input NAND and other non-NAND methods.

Mattias - regarding the IC numbers - that's just me copying and pasting in Eagle. This method gets it down to 8x NAND Gates or 2x 4011 ICs which is just fine.

Well, looking at the attached, IC1b and IC1c are doing the
 same thing so one could be scrapped, using the remaining
 one for both IC2a and IC2b inputs.

You say NAND but don't specify how many inputs - the
 attachment uses only 2-input but 3-input exist so...
 If all 3 inputs are inverted as per attachment,
 All three inverted signals could go into a 3-input NAND
 That's all, DONE!

Like the title says - 3x Inputs, any 1 of them goes High - the Output goes High. All 3x Low - the Output is Low.

Must be built out of NAND Gates.

Would this do the trick?
