We had an interesting discussion on this last year's February and March. It started with Scott Gravenhorst presenting a piece of music of his (subject 'Music'); later the thread was renamed to "the ideal quantizer".

If I had only four scales, I'd include pentatonic. Maybe you don't need both major and minor since they are different modes of the same scale, in other words, it depends where you define the starting point of your scale.
