These days? Software. Get a microcontroller with a serial port, some
sort of DAC or PWM, and a reasonable instruction rate, and do it in
software.
If that doesn't appeal, go for a hybrid approach where the
microcontroller handles the envelopes and oscillators, and hang an
analogue VCF and VCA off it.
